The cargo containers floating around korolov stations probably shouldn't be the box-o-pirates variety anymore. Korolov is actively hunting pirates, right? I wouldn't think flying in that close to their stations would be very healthy.

Maybe the pirates-in-a-box could use a little bit of an upgrade too? Maybe just one or two more ships, but more often than not I find them just to be temporary nuisances, instead of looking like a decent pirate group.

Of course that's probably the intent...
My first mod, mostly done, still balance testing.

It's also really silly when they appear past Marauder territory.

Yeah, that's another one I'd like to see gone. Pirates in a box aren't even an annoyance at that point, they're like snowflakes in a blast furnace.

It does make sense that the pirates could have a safe house in a contatiner even if Korolov is hunting them they don't know every pirate. Right now, there are terrorists living in our cities planing attacks. I do think that the encounter could check the system and produce some enemies relative to the level though. That would be a fairly easy fix.

Pirates-in-a-box isn't the equivalent of terrorists in a city, though. It's the equivalent of cardboard box sitting in a kill-zone outside a military base, and nobody bothering to check to see if there's anything inside. Besides, in the case of pirates-in-a-box, the pirates would have to fly inside the reaction radius of Korolov's guard ships to use their makeshift base. Unless they're leaving their company ship at work and commuting, of course. But that's silly on a completely different level.

Yes, the PIAB's are rather absurd...
Since I believe system level can be checked for, perhapse the exact responce should be tailored to the system level. (ie, pirates, then mauraders, than a sung ambush, etc.!)

If the box is a makeshift base shouldn't the pirates be storing something in it like fuel, ammo, and loot?

And you should take a pistol and decide whether to shoot it out or talk it out with the pirates inside!
