It can take down pretty much anything, including Luminous with an ion shield. It'll even damage the iocrym, albeit slowly.
I have to dodge a lot when I fight Deimos or Phobos ships, though. Lots of fun, that.

I'll grab the first one I see and keep it until the Lamplighter is available, then switch to that. The Lamplighter is the perfect weapon in that it kills ANYTHING in the game, makes a great base cracker and quickly removes space debris. Actually, once I get one installed, I'll remove any other weapon to free up a slot for whatever device I may want or need.

Ah, the screenshots gone.
The only time I ever encountered a phobos I had ion reflect on my shields... Can't remember what weapon I had, maybe the luminous ion one, must've took me 5 minutes hacking away at it's side, trying to avoid the main weapon.... I've never even done the lamplighter mission, too bothersome to get to such a rank with the commonwealth when ion weapons are just as good in my opinion :\

Somehow the Sung always seem to know when a Dwarg Master has managed to disable me. Hey, at least it takes a double-team to bring me down.
I've learned to respect that long-range disabling Dwarg gun, but early-game shields go down after just a few hits. I can usually manage to escape the slow-moving Dwarg fighters, but the Sung seem to always swoop in for the kill the second my ship gets disabled.
