Damage Influenced By Level?

Am I understanding it right that the amount of damage a weapon does to shields and armor is influenced by the weapons level besides its actually damage values and damage type?

How would you create a ship with equipment that can't be removed?

Alternatively, is it possible (without a lot of modifications) to have a ship that can't equip certain things, like shields?

Which is roughly the equivalent of giving each ship infinite slots for everything, right?

Well I still need to give my new ships some stats, and I'd like to make them something beyond just another cookie-cutter gunship.
